The Expedited Conversion Program (ECP)
After more than 15 years of effort and debate, condominium conversion lottery reform and bypass legislation finally became law in 2013. The program, dubbed the Expedited Conversion Program, or ECP, operated from 2013 until 2020. Because the program is no longer available, the remaining text of this article has been deleted. As of this writing, only two-unit buildings are eligible for condominium conversion. However, three and four unit buildings will be eligible when the condominium conversion lottery returns, which is expected to occur in 2024, 2025 or 2026.
